Abstract
Current investments in web-based training (WBT) in U.S. corporations have increased to achieve cost savings and performance improvement. To measure whether WBT programs are a worthwhile investment, cost analysis is a critical first step in determining cost effectiveness as well as in planning and managing WBT budgets. However, it is often difficult to calculate the full costs of WBT due to lack of reliable costing frameworks, disagreement over cost components, and wide variation in WBT forms. In order to allow for more accurate cost analysis of WBT, this paper discusses the cost components of WBT, the hidden costs of WBT, and offers a comprehensive model based on a systems approach to identify the costs of future WBT programs.
