Abstract

This paper presents the results of the analysis of the decision-making of stakeholders in a process of systemic innovation in small rural schools in Quebec. Four types of stakeholders are present in this study: teachers, principals, school board pedagogical consultants and school board superintendents. We analyzed the discourse of the stakeholders and determined two levels of decision-making in the school board system. Among those two levels, the paper highlights six main objects for which decisions were identified in the discourse of the stakeholders.
