Abstract

This paper reports on a preliminary study commissioned by the Mississippi Department of Education (MDE) to evaluate the viability and academic impact of the Mississippi Virtual Public School (MVPS) program. Conducted by the University of Memphis Center for Research in Educational Policy (CREP) at the University of Memphis in 2009, the study was designed to evaluate: (a) the operational and fiscal performance of MVPS; (b) the quality of MVPS as an instructional system; and (c) the impact of MVPS participation on student learning, teaching, and access to high-quality instruction.
