Abstract

An increasing number of colleges and departments in higher education institutions, including teacher education programs, are considering or have started developing distance education programs to be delivered on the Internet. From a needs assessment perspective, this paper examines a comprehensive array of practical issues and questions (particularly related to services and support available to students and instructors) that ought be addressed and resolved by both the administration and the faculty during the planning phase.
