Abstract
This paper introduces principles of Web design developed by means of census of 36 experts in educational Web design in Ankara, Turkey in 2002. 56 major principles were approved form a list of 75 candidate principles drawn from literature. The study intends to contribute the efforts on improving the quality of Web-based instruction and providing objective evaluation standards. The potential benefits of having such principles, especially for novice instructional designers, are provided.
