Abstract
The purpose of this brief paper is to show how instructional technologies were used to establish and develop an online graduate level teacher education program in inclusive special education. This work-in-progress describes the major aspects, context, and motivations for the establishment of an online program in teacher education and special education. Prior to the development of this project, online programs in teacher education had not existed at the university. The project described is the only online program currently enrolling students at the university. This work is important because it demonstrates how instructional technologies have been used to a) implement innovation in teacher education and b) lead systems level change in online learning at the university level.
