Driving Institutional Reform: A Framework for Instigating Change with Technology

The University of Reading has developed an approach to achieve a transformation of its institutional quality management processes by harnessing the enabling role of educational technology. Quality management processes have been reformed to drive forward enhancement by employing a strategic approach to the adoption of e-learning. A framework for institutional change has been developed which aims to a) enable academic Schools to drive forward enhancement strategically; b) provide proactive support and facilitate staff engagement with e-learning and the wider enhancement agenda; c) ensure that student experience is central to the design and review of programmes; and d) provide the HE community with a model of change in quality management which will enable strategic implementation of e-learning. This paper describes the framework, its stages, and tools developed to support the process. It describes how it is used within a local context and discusses issues of sustainability and transferability to other institutional contexts.
